Forgiving Murderer's

I am presently studying Religious Education as one of my GCSE's in a Grammar School in England. Part of this course includes producing large pieces of coursework, in which I have to hypothesize on various topics which have relation to the Christian faith. My currnet piece of work is regarding the topic of 'The forgiving of murderer's - right or wrong ?
I would be much obliged if you may be able to answer a few questions to aid me in my research :

1) What place is there in the Christian faith for the forgiving of murderer's ? Should they be forgiven ? Why ? Why not ? What is the Bible evidence for this ?

2) How strong is bible evidnece for saying that forgiveness and refrom are the most important aim's of punishment ? Is some of the evidence in the Bible regarding this question hypocritical ?
